About Oxbow Center
The Center is a multi-agency human services consortium providing health and human services to the youth, elderly, disabled, and disadvantaged within a seven county area. The center is managed by a Board of Directors comprised of representatives from the Consortium agencies.
The Oxbow Center was created in 1989 as a result of a Virginia General Assembly planning grant awarded to the Virginia Department of Aging.
The Center opened in 1995 as a result of years of planning by the Consortium and by state and local legislators. The Center serves those living along the border areas of Planning District 1 and Planning District II. These border areas were historically either unserved or underserved by local agencies because of insufficient funding.
The Oxbow vision is flexible and creative, grounded in the belief that those in the Southwest Virginia region are best served by sharing, cooperation, and coordination.
In the past 15 years, the Oxbow Center has housed the following programs:
- A fully licensed Adult Day Care Center operated by both the Appalachian Agency for Senior Citizens and the Mountain Empire Older Citizens agencies. The Oxbow Center was home to the first adult day care west of Roanoke and the first intergenerational day care west of Blacksburg, Virginia.
- A day support program for individuals with mental illness administered by Cumberland Mountain Community Services Board.
- A fully operational Food Services Program operated by Cumberland Mountain Community Services Board.
- A Deaf Resource Center provided by the Disabilities Services Board in Planning District 1.
- A Family Investment Center operated by the Wise County Redevelopment and Housing Authority.

- St. Mary’s Dental Services and Vision Clinic providing free dental and vision services
- Free Tax Assistance
